See Bug 537976 

There were OOM issues in PDE API tools test cases causing OOM error in pde api tool's Junit tests.

However there are numerous test cases based on BuilderTests in jdt.core.

1) Investigate whether there are leaks similar to bug 537976 

2) Should BuilderTests::tearDown() clear the results of debugRequestor ?

Changes in EfficiencyCompilerRequestor surfaced the OOME. So, those changes also need to be reviewed whether they are OK.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
