When the bug reporting tool says a bug has already been fixed, it should before check if it was fixed for a version older or newer than the version of Eclipse used. Bug 463744, for example, was fixed in version 4.7.M4. The feedback from the reporting tool that the bug has already been fixed is therefore correct for any version < 4.7.M4, but not for version 4.8.
Not exactly sure what you mean.
I use Eclipse 4.8. The bug reporting tool says the error that just happened to me has already been fixed (in today's case: Bug 463744), which makes me believe it won't happen in the next version of Eclipse. That bug, however, was fixed for Eclipse 4.7.M4 on 2016-12-08. So if it still happens with Eclipse 4.8 more than one and a half year later, then the report that the bug has already been fixed is misleading.

Yes, I just checked and the correct name seems to be "Error Reporting for Eclipse"
The Eclipse AERI server and components have been decommissioned in 2019, see Bug 551898. Therefore any remaining bugs are now being closed as WONTFIX. If this bug is still relevant, please make a comment and we'll move it to the correct project/component for further investigation. This change was made as part of a bulk change.
