IDs are not used for workflow elements.

All workflow elements (Workflow, Page, Section, Activity) have an ID but for the moment nothing is done with it.

ID of the activities should be uniques inside their Section (or maybe inside the Page, or the Workflow) and a validation error should be thrown if this is not the case.

ID of Workflow, Page, Section might be used to extend existing elements. For instance a Workflow is defined in a product that I reuse and for witch I want to add workflows elements, I'd like to be able to extends the existing workflows by using existing IDs of Workflow, Page and Section elements

The workflow component is deprecated and will be removed in a future version;
this will never be fixed.
