The current implementation of the front-end of the workflow is not compatible with IE11 due to three issues:

- URLSearchParams not available
- Array#includes not available
- Incompatible CSS

There was a mixup between the various clones and cherry-picks, but this is fixed on master by commit afa43c0f75a455027f224c8d1aeba95b511392ce which references https://bugs.eclipse.org/bugs/show_bug.cgi?id=537811 instead of this one.
