The Generic Edge Creation Tool should be also provided via a popup on diagram elements. This popup would automatically appear when the mouse hovers the element.

This popup could be made optional by the specifier on each diagram element description.

Good idea. However, note that the popup tool bar only provides node creation tool, that's why you also not have the edge creation tool defined on the mapping. It would require to implement the kind of mechanism available on notes that pops up anchors in order to create note attachment without using the palette. We can imagine the same mechanism on our container/nodes for the (generic or not) edge creation tools.
