When we introduced the "Modeling Project" nature and associated UI (years ago), there was an ambiguity whether it should be:
1. a complete replacement of the older way of doing things, or
2. just an alternative way, simpler for some situations but not designed to handle all possible situations.

At the time, we renamed the older way of managing sessions (directly in the aird file, with no tie to a particular nature of file/project layout) as "legacy mode", following the first approach, and implying that it would be removed at some point. However in practice the "Modeling Project" way of doing things comes with several constraints, limitations, and hard-coded choices which do not (and can not) fit all practical situations, so the "legacy" mode is here to stay to support these situations. Given this, the "legacy mode" designation is wrong, and it should be renamed into "manual mode", as this is what it is (it requires a more explicit management of the session's content and life-cycle, but gives more control and flexibility).
