Bundle org.apache.felix.scr has to be configured for auto-start with start level 1 in order to make DS work. See Dirk's explanation in https://git.eclipse.org/r/#/c/120807/.

To reproduce:
- Create a new Eclipe launch config
- On Plug-ins tab select "Launch with: plug-ins selected below"
- Press "Deselect all"
- Press "Add Required Plug-ins"

=> org.apache.felix.scr is selected, but with default values. It is expected that Start-Level=1 and Auto-Start=true is set automatically.
