Followup to bug 128653.
We need preference controls for the new Javadoc alignment settings (and use the occasion to improve related labels).
Also, profile migration is required because "Indent description after @param" is no longer ignored when "Indent Javadoc tags" is disabled.

Gerrit won't compile until changes from bug 128653 are released.

@Noopur, do you want/have the time to have a look at it this week?
If not, I'll push it into master and I can make improvements during M7 if necessary.

It will help the users to understand the differences easily if old screenshot is also put in the N&N.

Are you thinking about a screenshot of a code formatted with the old defaults or a screenshot of the old UI?
