After the first iteration, the generic edge creation tool allows to create a new edge from any existing edge creation tool between two existing elements.

This enhancement is about creating the edge target if it does not exist:
* The user selects the edge creation tool and applies it on a first element
* The user select the diagram blank
* The tool offers the possibility to create the edge and the target element.
