Debug buttons grey out immediately after right click on tutorRegister.jsp but it was totally normal on startup

Whenver I start Eclipse IDE with my project inside, the debug buttons like step into, step out, resume etc appeared normal as in it is coloured.

However, if I pressed any key or right click on my jsp page which I need to run it in debug mode to see if it is working then all the debug buttons will be greyed out.

I have tried many ways to make the buttons come back but it is not very successful and this problem has been bugging me for at least 2 weeks.  

There is little information regarding this kind of problem at the stackoverflow.

I hope someone can tell me how to make Eclipse Normal again.

My project is just a basic dynamic web app using Maven war plug in with JPA, Hibernate 5, Java EE 3 with JSP.  Tomcat 9 on Windows 10.

What are you actually prevented from doing?

I ask because I'm not sure this is a bug, other than the buttons in that action set not being disabled from the start. The buttons you're showing as disabled are for stopping, resuming, and stepping into/over method calls and frames when selected in the Debug View, which is not open and active. The buttons for launching the JSP on a server are still enabled.

Well, I can't do any debugging if the debugging buttons are greyed out.

Furthermore, I have attempted various ways to make the buttons enabled via customize the perspective but to no avail.

Basically, I need someone tells me how to make the debug buttons appear when I click run debug.

If this is not a bug, how come no matter what I tried I still can't make the debug buttons come on ?

They should only be enabled when actively debugging. Are they not? These are a _different_ set of buttons from the ones that launch a debugging process (in attachment 272572 [details], the buttons for launching are to the right of the disabled buttons and popup menu, and appear to still be enabled).

I deleted this problematic Eclipse IDE and re-install a new one and there is no problem.

After confirming that my method is correct, I decided to just deleted it.  It is obviously that this Eclipse Oxygen is corrupted.

Hope the relevant committee can look into this.

I am coming back to here again cos the new installed IDE is going back to the old problem. :(

Please let me know what sort of infor you need in order to make things right.

It has been 2 months already and I can't proceed with the project with this debugger not working :(

Is this the same problem? Where is this breakpoint that didn't trigger? Which Java Runtime are you using wth the server?

It never go into any of the breakpoints I have set.

Java runtime is 1.8.

The screenshot shows the main run/debug/profile(?) buttons enabled, but the stepping buttons disabled as expected since Tomcat is Stopped.
