Font, line style, colors can be set for any element using the Appearance tab in the properties view.
But when selecting a Note (or attachment/text) this tab is empty. The appearance can be configured using right-click > format but it would be more consistent to allow it through a property tab.

Thanks for your detailed bug report. We have reproduced this issue and we reckon it is valid. Nevertheless, it's not yet in the scope of a future release.
