steps to reproduce.

1. Create a diagram configuration for a viewpoint and set custom palette.
2. Create exactly same diagram configuration except the id for another viewpoint and set custom palette slightly different than the first one.

When you create a diagram of either kind both custom palettes show up in a diagram. See snapshot below.
