I am not sure if this is by design or not (or if its a JDT or PDE issue).
If I choose a type and click 'open type heirechy', classes derived from it in 
the 'external pluigin libraries' node are not shown. If I go to the 'external 
pil' node and choose a class and say 'open type heirachy' then the parents of 
this class are not shown.

Do you have this setting?
Go the Plug-ins View.  Right-click on the external plug-in of your choice,
and select 'Add to Java Search' from the context menu.

Comment 1 describes the way to create the external plugin libraries item in the 
resource tree.
I.e. this is a precondition for reporting the bug. So yes I have done it and 
yes this makes the bug appear
