Create a Hello SWT application
step 
      Import the SWT project 
      
Open the Import wizard from the main menu via File > Import..., and select Plug-in Development > Plug-ins and Fragments. Click Next.

There are not  
 Plug-in Development > Plug-ins and Fragments
  sub menu!
