Test case used to reproduced the problem.

When user select a region whose parent displayed empty space between its border and this region, he can not resize this empty space by pressing F3 key and moving cursor if the zoom is greater than 100% (150% or 200% for example).


Step to reproduce :

* import in your workspace the modeling project compartment.zip,
* open representation "RegionsInRegions",
* ensure that zoom is 100%
* resize "cccc" region by pressing F3 key and moving cursor toward the top -> resize is authorized ->OK
* repeat the previous action with zoom to 150% -> resize is not authorized->KO
