There does not appear to have been any development activity on Buckminster in at least twelve months. The project seems to be inactive; let's investigate further and determine if it's time to terminate and archive the project.

I've investigated further. The project does not appear to have had any activity since 2015.

I've scheduled a Termination Review to conclude on February 20/2019.

Following termination, we'll need to shutdown/archive:

* Website 
* Git repositories
* Mailing list 
* Forum
* Bugzilla product
* Retire committers, project leads, and mentors

Have I missed anything?
