Extract and generalize the "gui" code found in the "org.eclipse.efm.runconfiguration" project

The goal is to be able to utilize (among others) the ILaunchConfiguration-linked editors defined in "org.eclipse.efm.runconfiguration" for other graphical uses beside that of the "Run Configurations..." dialog
It is also done to promote separation of responsibilities
