When I choose "Timezone used to display dates and times = Europe\Moscow" in General Preference of User Preference then the timezone = UTC+04:00 instead UTC+03:00.

I assume you talk about an Eclipse preference page.

Can you please
- attach a screenshot
- make sure to focus on the preference page and then press Alt+Shift+F1
  What's the "The active page class"?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
