Opening/focusing a tooltip on the current line (with Tools->Show Tooltip or F2) doesn't work for diff annotations.
To see this, type a new line of code, then Tools->Diff, then make sure the caret is in the diff line, type F2. No tooltip.
Show Tooltip should probably work for all annotation types.

Also, Blame. There's currently no way for a keyboard user to see blame annotations. I will change the title to reflect this.

Actually, not sure of the best way to make Diff & Blame keyboard accessible.
Next/Previous annotation don't cycle through them either, probably because they can occur on every line, which would overwhelm the user... (kinda pointless).
So maybe it doesn't make sense to show the Diff/Blame tooltips on F2.
However they are currently inaccessible to keyboard users.
Need some creative thinking here.
