1) Take any java plugin project with at least 1 an API package
2) Put the same project as baseline
3) In Java Compiler->Error/Warning page, in code style, set "Undocumented empty block" option as warning.
4) In the API package in development version, create a new class
5) There is a error ( missing since tag) and warning( undocumented empty block) on the same line but only warning annotation is shown

Expectation : Error marker/annotation should be shown.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
