Some features such as completion for closing tab, or syntax highlighting seem generic to all XML files. It would probably make sense to extract them in a dedicated plugin for XML edition in Platform/Text.
The extensions would register to all XML content-types so the .target would inherit from them as well.
This plugin could be enhanced later to support completion based on schemas.
