Once a bundle has been prepared there is no way to manage it, except with a 
text editor.  A nice feature could help this by
a) letting you view entries in a bundle and re-use entries and bundles (for 
example the words "OK" or "Cancel" could be in a base bundle and the 
externalize Strings GUI could work with multiple bundles - some for re-use of 
existing keys and some to be created
b) allowing you to search bundle keys to see where they are being used in the 
source to help with their management
c) helping to create new bundles for new locales and at a glance see which 
locales existed, what keys had been overridden, etc...

Did you try the NLS Search page? It finds:
- unused keys
- keys used in Java code but not defined in properties file
- duplicate keys
