Go to the sites page.
Create a site.
Edit the site.
Look for the "Convert to self-hosting" button - it's not visible.
If you hover about 10 pixels to the right of the "Start" button, you can see the hover and the tooltip for the button.
Somehow, it got css'd to have a very small size.
