During the transition OTRE -> OTDRE we disabled re-use of pre-built artifacts, but since Neon has shipped with all OT-Plug-ins built for OTDRE, subsequent builds should go back the that re-use strategy.

On HIPP we specifically need to find a way to maintain and refer to existing metadata.
