I'm running Oxygen M2, EGerrit 1.1.0.657 (can be obtained from the Eclipse Market place or from http://download.eclipse.org/egerrit/updates/release), EGit 4.4

Steps to reproduce the issue:
- Open the EGerrit dashboard (Gerrit dashboard view)
- Run a query to get a list of reviews loaded
- Go to the package explorer
- Select a manifest.mf 
- Go back to the EGerrit Dashboard
- Right click on a review

The popup menu contains a number of entries, one of which is plugin tools and I would not expect it here.

The same happens on Neon.1

I'm raising priority here as this is the kind of issue that's is critical for the IDE usability (although not necessarily for Platform/Team itself).

Sounds like EGerrits made an error. See Bug 501543

I agree that this is something we did, however I'm rather baffled by the behavior on the platform. Basically, my plugin choses not to participate into the whole service selection mechanism, IAdaptable and such, and yet we get a bunch of menu added to our context menu.
IMO this is the least expected behavior from a plugin author. Talking to someone from CDT, they also think they have the same issue.
