Bug 245326 is back again in the current version (and was already in 3.0.4).

"Compare with -> Base from working copy" actually compares with the HEAD revision from the repository - which is not the same if you are offline.

The fix will be released in Neon Service Release 2 (Neon.2), in december 2016?
Is it possible to get it earlier?

Unfortunately there is still a lot to do before the build, so the fix won't be out earlier than in two weeks.
