Currently, the icon links in the sideMenu (aka Sidebar) all use the "title" attribute for their tooltip. This is inconsistent with other icon links and buttons, which use Orion's teal-background tooltip. Need to use the same one for a consistent look.

An accessibility advantage of using the Orion tooltip is that it automatically adds an aria-describedby with the tooltip text.
