This is an evolution following the VSM internationalisation (i18n) introduced in https://bugs.eclipse.org/bugs/show_bug.cgi?id=459993
The goal of this evolution is to add a contextual action that will validate a VSM to look for any translatable text key (starting by a %) that is not found in the plugin.properties and therefore have no translation yet.

Clarification: we should not add a specific contextual action, but simply a new validation rule to be invoked with the rest.
