Much code is currently duplicated in basic navigator components as even exemplary implementations that Handly provides can show.

Need to provide a common implementation for navigator LinkHelper and OpenActionProvider/OpenAction based on the EditorUtility introduced in bug 488547. Note: this will introduce an optional dependency on org.eclipse.ui.navigator in org.eclipse.handly.ui.
