Are you talking about the "help" or about the preference page? I can't reproduce this for now.

If you mean to click '?' and then click the 'Remote Help' link, that works for me using http://download.eclipse.org/eclipse/downloads/drops4/M20160208-1530/ and http://download.eclipse.org/eclipse/downloads/drops4/S-4.6M5-201601282000/.

yes, that's what I meant. I'll try this with the SDK you linked as well and report back here.

The "Remote Help" link works on both SDKs linked to from comment 2, but reliably fails for the Mars.2 RC3 Java package from [1].

Will reopen and reassign this bug to EPP.

I suspect, however, that the problem is that "Remote Help" is explained under "Platform Plug-in Developer Guide > Programmer's Guide > User assistance support > Help > Help content", and PDE (and its help files) is not part of the Java package.
