Build 20031209

Open a hierarchy on a package that contains anonymous/local classes. The 
anonymous/local classes are not included in the hierarchy.

Changed HierarchyResolver.resolve(Openable[], HashSet, IProgressMonitor) to 
always consider local/anonymous classes in the case of a hierarchy on a region.

Added regression test TypeHierarchyTests.testRegion3()
