When we have javadoc on an element (a method, a class, a field, etc.), the position of this element start at the beginning of the javadoc and not at the declaration of the element. I don't say that is a bad thing but there is no way to get the position of the beginning of the element. That should great to have this information.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
