Add package import command shows empty list if available packages, should show all packages from all models in current ResourceSet.  Maybe broken by changes to use pathmap?

Not sure if pathmaps are the issue, all of my projects are pathmap-based and package import does list them (see attachment, not sure how to embed image in comment in bugzilla).
