The following commands have disabled tests. Either because things can't be tested, or because the command is not currently working and it is not being used.
AddReviewerCommandTest.java
ChangeCommitMsgCommandTest.java
PublishChangeEditCommandTest.java
PublishDraftRevisionCommandTest.java

Another way to find all the disabled classes is to search for the following regexp \/\/.*\@test
