We need to use R3_7_maintenance for the webtools.webservices branch for WTP 3.7.x

Web Services needs to make changes to their Neon stream to react to bug 394739 , so we need them to build out of the (just created) R3_7_maintenance branch, so that nothing changes for Mars.1

Explain why you believe this is a stop-ship defect. Or, if it is a "hotbug" (requested by an adopter) please document it as such.

This is a stopship issue- we need to continue compiling the current Web Services code for WTP 3.7.1, and we need to fix master for Neon M2.

Is there a work-around? If so, why do you believe the work-around is insufficient?

There is no workaround

How has the fix been tested? Is there a test case attached to the bugzilla record? Has a JUnit Test been added?

Manual verification was done to ensure that we are compiling from the R3_7_maintenance branc

Give a brief technical overview. Who has reviewed this fix?

The fix is to branch webtools.webservices to R3_7_maintenance, and then compile from that branch.  This bug changes the compilation over to that branch.

What is the risk associated with this fix?

This is a very low risk fix- the entire reason for this fix is to keep the webservices content from changing.
