Right now the editor actions implemented in actions.js are language agnostic.  They have the same behaviour no matter what is being edited (though they have enablement flags to alter the behaviour).  We need a way for different language plug-ins to contribute different action behaviours.

For example, HTML uses different line comment syntax (Bug 469939).  Similarly, different indentations are used when matching brackets in JS (Bug 471811).
