Currently https://github.com/eclipse/eclipse.jdt.ui does not show text, because Github renders README.md while JDT uses CONTRIBUTING.md. 

Maybe you can rename your file? I think the content of CONTRIBUTING.md is excellent already and would be benefical to be displayed in the main page of Github.
