I was trying to create a formatter and cleanup plugin for Maven and though I was able to get the formatter working, I realized that Cleanup is in the UI package.  I was wondering why that is?  Shouldn't the non-UI parts of cleanup be part of core?

In addition, I think those two components should have their own plugin namespace separate from core and UI.  Perhaps org.eclipse.jdt.sqa (software quality assurance)
