Formatting works better if I select a larger region than the one that I 
actually want to format.

Do you have the new formatter enabled? See Preferences>Java>Work in progress.

Next time, you submit a PR, it would be much better to provide the source as a
string instead of an image. Could you please confirm that your initial
indentation is 8.

I haven't changed the configuration, nor could I find anywhere to change the 
tab indentation.

In fact this is a duplicate of bug 46033. The line comment is causing problem in
the indentation level. The fact that the comment is moved to the proper
indentation should not be a problem.
Fixed as duplicate of bug 46033.
