More flexibility is necessary in configuring how executors are allocated. Currently, a node has a single pool of executors and only a node can be assigned labels/tags that can then be used for assigning jobs.

It would make it easier to manager large Hudson hosts if a node could have multiple executor pools and the pools could have labels/tags, just like the node.
