See https://bugs.eclipse.org/bugs/show_bug.cgi?id=447548#c5 where I outlined the following:

"The plugin generation can only be done doing the GUI, or? This isn't user friendly as we would want to generate this automatically in our Maven/Jenkin build environment. Manual steps are easy to forget and must be avoided."

This was not addressed in the original bug.
