It could be useful to be able to define a different order for the tools provided in the palette and in the tooltip. Today the tooltip are activated globally, but sometimes I would need to define a tool as first in the palette but in last position in the tooltip. As example in UML Designer, I defines an Existing component section which provides 2 tools Add and Remove. When I activate the tooltips, the Remove action is proposed in first position but I would like to see it in last position.
We could imagine to have in the VSM "New > Palette" and "New > Popup Tools", and in the popup tools we could define other tools or reused tools from the palette and be able to order the tools as expected?

The "tooltip" is named "popup bars" in VMS (odesign file) properties, see "Enable Popup Bars" in DiagramDescription.
