Navigate menu to replace

It would be great if we could create two menus ("new representation" and "open representation") under a "New" menu instead of the "Navigate" one.

To clarify: instead of a "Navigate" top-level menu entry with mixed entries for creating new representations and opening existing ones, we would have two top-level menus:
* One named "Open", which lists only the existing representation on the selected element. 
* One name "New", which lists only the available actions to create new representations on the selected element.

If any of these does not contain anything, it should not be visible at all.
