I'm frequently seeing that the first test in StratumTests times out. Starting to investigate our situation re OTProjectCreationDecorator I find that the original classes in JDT/Debug have been significantly overhauled.

Before investigating our specific time out issue, we should try to adopt their changes.

Since the failure doesn't affect the quality of our build (tests may still succeed when run from the IDE), this taks can well be deferred to 2.4.
