In a recent Simultaneous release repo report:

I noticed: 

Missing about.html in file: org.eclipse.pde.api.tools.annotations.source_1.0.0.v20140507-1338.jar

Not sure if I've just always missed it, before ... or if some thing's changed? 

I spent 1 minute looking at org.eclipse.pde.api.tools.annotations and didn't see any obvious reason why it'd be missing. 

Thought I'd at least open this bug while we do more investigation.

I'm marking as major since this is supposed to be a release requirement ... but ... doubt the Eclipse Foundation would "block" release ... based on one case. 

Could be a sign something is wrong with the build ... should check our own repo and distributions to see if it has one? The "code bundle" is in the o.e.pde feature ... I assume we have a o.e.pde.source feature?

The build.properties in annotations does not have about.html in its source includes.

Fixed in master.  I consider this a documentation change, so I'm not going to add reviewers.
