While checking for missing copyright I found out that org.eclipse.pde.api.tools.generator still uses CPL.

Please check whether this is intentional or just an oversight.

Considering that the about.html says the material is available under the EPL, the copyrights on the source should be updated to EPL.

cc'ing Mike in case there is some history here I'm not aware of.

Nope, just a boo boo. That bundle has been internal for a long time and I guess I just missed a few updates when I added it to the repo.
