Package explorer doesn't use the Common Navigator Framework (on which is based the "Open as project" command). I consider the Package Explorer as a legacy piece of code and as an anti-pattern for the general IDE usability (although it still has some pitfalls compared to Project Explorer). So I have more plans to do efforts in boosting the project explorer so it can replace the package explorer one day (see bug 427897 ), than to write code that is specific to the Package Explorer. So that's definitely not a development I'll make. That said, I'm not against the idea, and if someone else wants to implement this same feature for package explorer, I could help if necessary.
In such case more effort should go to bug 427897 , working on this would be eventually vain efforts. I favor bug 427897, there has been always confusion about two Views. Because this Bug 434687 has happened this year, it seems that not so many people are aware of bug 427897. Changing default View for Java perspective (at least at Milestones) could have speeded up things.
