Opetation Action order at the root of the popup menu seems random. I didn't notice the same behavior in inner popup menus but it should be checked to.

Steps to reproduce:
* get the attached specification project
* create a session with a sample ecore file
* select the "Viewpoint" Viewpoint
* create/open a EPackage diagram
* right clic and see operation action in the contextual menu and submenu.
