To be able to reorder elements in the outline view via drag and drop is very useful. However it requires to leave the keyboard, find the mouse, do the gragging and then find the keyboard again.
It would be convenient if there were key bindings available to reorder methods, fields, etc. in the outline view. Maybe Alt+Up/Down (as an analogy to 'move line up/down') would be a suitable binding.

As a first step we could change 'paste' so that it pastes below the selected elements. That would allow to reorder elements via cut & paste.
