Related to fix for https://bugs.eclipse.org/bugs/show_bug.cgi?id=424012

This fix seems to have slowed down the page load time for the job configuration page. To reproduce using 3.1.2:
- Start server with all SCM/build plugins installed
- New Job
Note the time taken to load the configuration page
- Save and click on the COnfigure Job page again.
